Germany is one of the most common European relocation destinations for Americans — driven heavily by the large US military presence (Ramstein Air Base, US Army Garrison Stuttgart, US Army Garrison Wiesbaden, and Grafenwöhr/Vilseck among others), plus a strong corporate expat community in Frankfurt, Berlin, and Munich. The country follows the EU’s harmonized Pet Travel Scheme, currently transitioning to EU 2026/131. PCS Orders to Germany? We Specialize in Military Pet Moves
Germany hosts one of the largest concentrations of US military families in Europe. PCS orders come with their own paperwork (DD Form 2208 rabies certificate, DD Form 2209 health certificate), tight timelines, and base-specific arrival procedures — on top of the standard EU requirements every pet must meet.
Our team coordinates military-specific documentation, base veterinary clinic scheduling, and arrival logistics alongside the standard EU health certificate process.

-
Start Here — 6–8 Weeks Before Travel
ISO Microchip — Implant Before Vaccination
Implant an ISO 11784/11785 compliant 15-digit microchip before or the same day as the rabies vaccination. The vet must scan the chip immediately before vaccinating. A rabies vaccine given before the microchip was implanted is invalid for entry to Germany — this is the single most common preparation error.
-
After Microchip Confirmed
Rabies Vaccination
Pets must be vaccinated against rabies at least 21 days before entry (some vaccine manufacturers specify 30 days — confirm with your vet). The vaccination must remain valid at the time of entry. For US-administered primary rabies vaccines, this counts as a 1-year EU validity period regardless of the vial’s labeled duration.
-
Within 10 Days of Arrival
EU Health Certificate + USDA Endorsement
A USDA-accredited veterinarian completes the EU Health Certificate for Germany within 10 days of travel. The certificate must then be USDA-endorsed. Your pet must arrive in Germany within that 10-day endorsement window. Confirm with our team which certificate format (current or new EU 2026/131) applies to your travel date.
-
Optional
EU Pet Passport (For Future EU Travel)
Not required for pets arriving from the USA, but obtaining an EU Pet Passport once in Germany is worthwhile if you plan to travel within the EU afterward. Your pet must meet all initial import requirements to qualify, and the passport is only issued by an EU-based veterinarian after arrival.
-
Before Booking
Confirm Breed Eligibility
Before finalizing any travel plans, confirm your dog’s breed against Germany’s federal import ban (see below). This step needs to happen before you book flights or sign a lease — not after arrival.
-
Travel Day
Arrival & Customs Inspection
Frankfurt (FRA) is the major entry hub for pets and frequently serves as a layover point to other EU countries. Pets may be subject to customs inspection on arrival. Carry the complete certificate package with you — it travels with the pet, not as checked luggage.

Germany’s Federal Dog Breed Import Ban
Germany’s Hundeverbringungs- und -einfuhrbeschränkungsgesetz (Dog Import and Transfer Restriction Act) bans four breeds and their crosses from import nationwide. This is a federal law — it applies no matter which German state you’re relocating to.
| Banned Breed (Federal) | Notes |
|---|---|
| Pit Bull Terrier | Including crosses with any other breed |
| American Staffordshire Terrier | Including crosses with any other breed |
| Staffordshire Bull Terrier | Including crosses with any other breed |
| Bull Terrier | Including crosses with any other breed |
Beyond the federal ban, individual German states maintain their own lists of breeds presumed dangerous, which vary significantly. These breeds aren’t automatically prohibited, but typically require a permit, a character test certificate (Wesenstest), and proof of liability insurance.
- Bavaria: American Bulldog, Bullmastiff, Cane Corso, Dogo Argentino, Dogue de Bordeaux, Fila Brasileiro, Mastiff, Spanish Mastiff, Neapolitan Mastiff, Rottweiler, Perro de Presa Canario
- Hamburg: Bullmastiff, Dogo Argentino, Dogue de Bordeaux, Fila Brasileiro, Kangal, Caucasian Shepherd Dog, Mastiff, Spanish Mastiff, Neapolitan Mastiff, Rottweiler, Tosa Inu
- Other states (Baden-Württemberg, Brandenburg, Hesse, and others) maintain their own variations, sometimes including Doberman, Alano, and Perro de Presa Mallorquin
Always check the German Customs (Zoll) dangerous dogs page for the current state-by-state list before finalizing any relocation plans involving a dog that could fall into a presumed-dangerous category.
