Bringing Your Dog or Cat to Italy on PCS Orders
Italy follows the European Union’s pet entry rules, which are manageable from the U.S.: no rabies blood test, no waiting period beyond the vaccine, no tapeworm treatment, and no quarantine when the paperwork is right. The harder part is the flight. Since October 2025, the Patriot Express no longer serves Naples or Sigonella, so most families moving to southern Italy now fly their pets commercially.

Headed to Naples or Sigonella? Plan your pet’s flight first. Patriot Express service to both bases ended on October 1, 2025, and PCS travel now uses government-procured commercial flights. Commercial airlines limit pets more than the rotator did, and some large dogs must fly in and out of Rome because of crate size. Book early and talk to us before you lock in dates.
Italy Pet Import Requirements, Step by Step
The United States is a listed country under EU pet travel rules, so dogs and cats from the U.S. don’t need a rabies antibody test or a waiting period beyond the vaccine. The order of the steps still matters: a rabies vaccination given before the microchip doesn’t count.

First, before the rabies vaccination
ISO-compliant microchip
Your pet needs an ISO 11784/11785 microchip implanted on or before the day of the rabies vaccination that will be used for travel. Have your vet scan it and make sure the number matches exactly on every document.

Rabies vaccination
Your pet must be at least 12 weeks old when vaccinated. After a first (primary) vaccination, your pet has to wait 21 days before entering Italy. If your pet’s boosters have been kept up without a gap since the microchip, there’s no 21-day wait.

Book your pet’s flight
For Aviano, request Patriot Express pet space through your transportation office as soon as booking opens. For Vicenza, Naples, Sigonella, and other bases, work with your travel office on a pet-friendly commercial itinerary — or have us ship your pet as cargo. Your pet must travel within five days of you (or a person you authorize in writing), or the move is treated as a commercial shipment.

Within 10 days before arrival
EU health certificate and USDA endorsement
A USDA-accredited vet examines your pet and completes the EU health certificate for non-commercial movement of dogs and cats, which USDA APHIS then endorses. The certificate must be issued no more than 10 days before your pet arrives in the EU. Errors are the most common reason pets are held at entry, so have the draft checked before endorsement.

Entry check in Italy
Customs and veterinary officials check the microchip and documents at your airport of entry. If you connect through another EU country, that first EU airport is where your pet is checked. When everything is in order, there’s no quarantine and your pet goes home with you.
No tapeworm treatment or titer test needed for Italy. The EU only requires tapeworm treatment for dogs entering Finland, Ireland, Malta, Norway, and Northern Ireland, and pets from the U.S. don’t need a rabies blood test. If you plan to travel to the UK or one of those countries with your dog during your tour, you’ll need the treatment for that trip.
What happens if something is missed. A pet that doesn’t meet EU requirements can be sent back to the U.S. or isolated under official supervision until it complies, at the owner’s expense.

Work backward from your report date. Italy’s medical timeline is short, but commercial pet space isn’t — book early.

Summer is peak PCS season. Airlines may apply heat embargoes to pets in cargo from May through September, and southern Italy gets very hot, so plan the flight first and consider cooler months for large or flat-faced dogs.
Flights, Reimbursement, and Getting Your Pet There
Patriot Express
Patriot Express service still reaches Aviano Air Base, with a limited number of pet spaces for families on PCS orders — two pets per family, with each pet and crate under 150 pounds combined. Ask your transportation office about current routing.
Naples and Sigonella lost Patriot Express service on October 1, 2025. Families there now fly government-procured commercial flights.
Up to $2,000
For PCS orders effective on or after January 1, 2024, the Joint Travel Regulations reimburse qualifying costs for one household pet (a dog or cat) on an OCONUS move — such as microchipping, vaccinations, health certificates, boarding, and transport.
Where the Patriot Express still flies, commercial shipping is only reimbursable with a non-availability letter. Keep itemized receipts and confirm details with your finance office.

Moving more than one pet, or a large dog? The JTR allowance covers one pet per PCS order, and commercial airlines often limit how many pets and what crate sizes they’ll carry. Your branch’s relief society — Navy-Marine Corps Relief Society, Army Emergency Relief, or Air Force Aid Society — may help with extra costs. EU rules allow up to five pets per person on a non-commercial move.
Living with a Dog in Italy
Italy has no national list of banned breeds, so any breed that can legally fly can enter. Daily rules are stricter than in most of the U.S., though. Dogs must be kept on a leash no longer than 1.5 meters in public places, and owners must carry a muzzle to use if asked. Cities and regions can add their own rules for beaches, parks, and public transport.
Once you arrive, your dog must be registered in the regional dog registry (anagrafe canina) under your local address. Many families also have an Italian vet issue an EU pet passport, which makes trips around Europe much easier — and Italian trains generally ask for one.
Other Things to Plan For
Large dogs and smaller airportsNot every Italian airport or connecting flight can handle the largest crates. Giant-breed dogs headed to Naples may need to fly into Rome, and Sigonella families may route through a larger hub before Catania.
Flat-faced breeds and summer heatBulldogs, Pugs, Frenchies, Persians, and similar breeds face airline restrictions, and summer heat embargoes can block cargo travel. Plan these moves for cooler months when possible.
Puppies and kittensBecause the rabies vaccination can’t be given before 12 weeks old and is followed by a 21-day wait, a young pet will be at least 15 weeks old before it can enter Italy.
Housing and temporary lodgingMany families in Italy live off base, and landlords set their own pet rules. Pet-friendly temporary lodging can be hard to find, and pet boarding isn’t always reimbursable, so line up a place for your pet before you arrive.
Pet flying separatelyIf your pet travels more than five days before or after you, EU rules treat it as a commercial shipment with different paperwork and a veterinary border check. Tell us your dates and we’ll set it up correctly.

Leaving Italy: Bringing Your Pet Back to the U.S.
Italy is not on the CDC’s high-risk rabies list, so dogs returning to the U.S. need to be at least 6 months old, have a readable microchip, and have a CDC Dog Import Form receipt. Does the Patriot Express still fly pets to Italy?
Only to Aviano Air Base. Patriot Express service to Naples and Sigonella ended on October 1, 2025, and PCS travel to those bases now uses government-procured commercial flights. Commercial airlines have their own limits on pet numbers, breeds, and crate sizes.
How long does it take to prepare a pet for Italy?
About four weeks for a pet starting from scratch: a microchip and rabies vaccination at least 21 days before arrival, then an EU health certificate within 10 days of arrival. Booking a flight that will take your pet is usually the bigger constraint.
Does my pet need a titer test or tapeworm treatment for Italy?
No. Pets coming directly from the U.S. don’t need a rabies antibody test, and Italy doesn’t require tapeworm treatment for dogs.
Does Italy ban any dog breeds?
Italy has no national breed ban. Airlines may still restrict certain breeds, and all dogs must be leashed in public with a muzzle on hand. Military housing and off-base landlords can set their own breed rules.
My dog is too big for the flight to Naples. What are my options?
Large dogs in giant crates often need to fly as cargo into Rome, then travel by road to Naples. We can arrange the cargo flight, clearance, and ground transport.
Will the military reimburse my pet’s move to Italy?
For PCS orders effective on or after January 1, 2024, the JTR reimburses qualifying expenses for one dog or cat up to $2,000 on an OCONUS move. Confirm your eligibility and documentation with your finance office.
Do I need an EU pet passport?
Not to enter Italy — the USDA-endorsed EU health certificate covers that. After you arrive, an Italian vet can issue an EU pet passport, which makes travel within Europe easier and is generally asked for on Italian trains.
